Before mailing US paperwork from abroad, confirm whether the recipient needs the original paper or accepts a printed PDF. If an original is required, you need to move that physical document. If a copy is accepted, printing and mailing inside the US may be an option.

A scan can reproduce text and a signature’s appearance; it does not transfer the original sheet, ink, seal or enclosure. Settle the document requirement before comparing postage or buying a mailing service.

Read the request as a set of requirements#

Open the current request and the instructions for the exact document or form. Use this checklist to identify anything you still need to confirm:

What to confirm before choosing a mailing route

Requirement
Question to resolve
Document and enclosures
Which pages and supporting items must be included?
Original, copy and signature
Is this particular printed PDF or scanned signature acceptable, or is the physical original required?
Destination
What is the current address for this submission and the carrier you will use?
Deadline
Does the instruction require mailing, arrival or acceptance by the stated date?
Mailing record
Does the recipient require a named service, receipt or signature record?

Source: Editorial planning checklist. The recipient’s current instructions control; this is not a rule for any specific filing.

Clarify words such as “original,” “certified copy” or “notarized” in the context of your request. “Signed” alone does not tell you whether a scanned signature is accepted. A certified copy describes the document; it is not the same thing as Certified Mail.

The recipient decides what it accepts. A carrier can explain how to transport the contents, but cannot settle an office’s document requirements. Use the applicable instructions for legal, tax or agency submissions.

Keep the source instructions with the document. If they come from an email, save the relevant message and attachments, including any updated address. If instructions conflict, resolve that with the recipient before sending. An old address on a downloaded form may not be the one in a later request.

For a tax return, start with the IRS’s where-to-file directory (opens in new tab) and the instructions for your exact form. The directory includes international filing situations; do not choose an address merely because your letter will be printed in the US. For other paperwork, find the equivalent instructions from the organization requesting it.

Ask a question that produces a usable answer#

Ask about the exact document and the copy you propose to send. You can adapt this message:

Message to adapt for your recipient

I am outside the US and need to send [document or form]. Will you accept a printed PDF, including a scanned signature where applicable, or do you need the original paper? Please confirm the address, required enclosures and mailing service. If there is a deadline, does it refer to mailing, arrival or acceptance?

Replace the placeholder and describe what you have, including any certificate, seal or digitally issued document. A precise question gives the recipient a chance to resolve the actual uncertainty.

Keep the answer with the request. If the deadline has legal consequences, confirm the applicable rule with the recipient or a qualified adviser. Creating an order or paying for postage does not establish that a mailing or arrival condition has been met.

Work through an original-versus-copy example#

Suppose an organization asks someone abroad for a letter and a supporting certificate. This is a fictional decision example, not an account of a customer or an institution’s policy.

If the recipient confirms that printed PDFs are acceptable for both, the sender can prepare the copies and consider US print-and-mail. They still need a suitable service, correct addresses and an accepted payment method.

If the certificate must be the original, a scan is not a substitute. The sender needs a physical mailing route that accepts the original and the other required contents.

If the answer is unclear, follow up before substituting a copy. Printing quality cannot turn a scanned certificate or signature into the original.

Match the mailing route to the confirmed requirements#

Physical international mailing carries the actual prepared envelope from the country where you post it. Your local postal operator or carrier sets the eligible service, contents limits and required documentation. Describe everything inside when choosing the service.

For example, Royal Mail’s USA country guide (opens in new tab) and Canada Post’s US destination listing (opens in new tab) provide country-specific starting points. They do not replace the recipient’s document rules, and neither should be used as a rate or service guide for a different origin country.

US printing produces a new copy inside the US. Postmarkr can print an uploaded PDF and arrange US letter mailing, but it requires a usable US return address. Use only an address you are authorized to use, with a clear arrangement for returned mail. Keep your overseas contact details in the letter when the recipient needs them.

Postmarkr does not currently offer Certified Mail. If a particular mailing service is required, choose a provider or physical route that can supply it. Review your checkout total and confirm that your payment method is accepted before placing the order.

The abroad-to-USA mailing guide compares the routes more broadly. Here, the deciding criterion is whether the chosen route can deliver the required form of the document and provide the requested record.

Prepare the accepted copy without changing its meaning#

Once the recipient accepts a printed copy, assemble the file in the requested order. Check every page for legibility and completeness, and include the requested reference or cover letter. Do not add a signature or certification you are not entitled to make.

Prepare a readable PDF for US Letter printing and remove any password protection. If your source uses A4 or another size, check the resulting layout carefully. In Postmarkr’s preview, review both the letter and the separate address page; a correct document can still be mailed to the wrong address.

Our guide to mailing a letter without a printer covers printing and file preparation options in detail. You only need that next step once you know whether a printed copy is appropriate. If an original is required, keep control of the physical pages and arrange the suitable carrier instead.

Save a packet that lets you explain what happened#

Keep one packet containing the request, any written acceptance of a copy, the final file or retained copy, the destination address, and the order or carrier records. Label each record for what it actually establishes.

A payment receipt records a purchase; it does not establish postal handoff. A carrier record or recipient acknowledgment answers a different question. Save the evidence your chosen service supplies, and check whether it meets the recipient’s request.

The guide to the mailing process explains Postmarkr’s stages. Payment is not confirmation of postal handoff, and available scan updates are not a recipient’s signature or a guarantee of delivery or acceptance.

Before sending, compare the prepared document, destination and selected service with the requirements you confirmed. Resolve any mismatch, then save the request and mailing records together.
